REGULAR MEETING—MONDAY, AUGUST 9, 2004—7:00 PM—MUNICIPAL BUILDING
The Regular meeting of the Common council of the City of Buffalo City was called to order by Council President Brian Michaels in the absence of Mayor William Bruegger.
Roll call: Briggs, McFarlin, Michaels, Pawlak. Other attendees: City Employees Dan Wicka, Chris Hund; citizens Dan and Jeanette Hess. The meeting was held as noticed.
Motion Briggs, second Pawlak to accept the minutes from the July 7, 2004 regular meeting. All yes, motion carried.
Citizen Concerns: Mr. Hess stated that there is a problem with animal control particularly with animals off leashes. He asked if the City has a lease ordinance. The clerk will check and report back to Dan H. Mr. Hess also had questions regarding Special Use/Conditional Use Permits: can they be reviewed periodically for compliance; and if they lapse, is it possible to make the applicant re-apply? Currently, Special Use/Conditional Use Permits are granted permanently unless the conditions are not being met, in which case, the permit can be revoked. It was decided to put this item on the agenda for the next meeting.
Health & Safety: Cats are becoming a problem in the City. The Clerk will check with the County to see if they have some mechanism in place to deal with cats. Because of a complaint about a service vehicle not being able to get through the alley, the clerk sent a letter to the resident who continues to park vehicles in this alley. The resident was warned that vehicles would be towed from the alley at his expense.
Cemetery Committee: there is a meeting scheduled for August 12, 2004 at 9:00 AM.
Mayor Update: Brian Michaels read a petition that was received from residents concerning the blacktopping of park area (as recorded in the June 14, 2004 minutes). There was a misunderstanding because of how the minutes had been worded. The petition further asked that if any issues arise regarding any of the Buffalo City Parks, the Council should bring the matter before the general public before any decisions are made. The petition will be kept on file in the City Office. A citizen has offered to donate a windmill and requested that it be placed on road right-of-way. The Council has rejected this request because it cannot be placed on City property due to liability issues.
City Employees: The blacktop by the shop needs replacing. Motion Briggs, second McFarlin to accept the estimate from LaDuke to replace the blacktop with 6-inch fiber reinforced cement at a cost not to exceed $8000. Roll call, all yes, motion carried.
Weather sirens may in by the end of the month.
Clerk: The clerk announced that the training session she attended in Green Bay was excellent. Patricia Burmeister has volunteered to be Chief Election Inspector; she and the clerk attended a training session in Alma on August 4. The clerk will be attending the annual Wisconsin Municipal Clerks Association in LaCrosse, August 18-20, and attending the Wisconsin Municipal Treasurers Association New Treasurers Class in Eau Claire on Sept. 8. The clerk asked if the office could close at 1:00 on August 26 as she is going out of town. Council approved.
Motion Pawlak, second Briggs to grant sale of cemetery lot to: Michael Weeden,
90 N1/4; and Bert & Barbara Feakes, 103 N1/2 (new). All yes, motion carried.
Motion McFarlin, second Pawlak to pay bills. Roll call, all yes, motion carried
