REGULAR MEETING-MONDAY, AUGUST 14, 2006-7:00 PM-MUNICIPAL BUILDING
Council President Nora Anderson called the Regular meeting of the City of Buffalo City Common Council to order, in the absence of Mayor Bruegger. Roll call: Kassel, Seitz, Wicka. Also present: City Superintendent Baker, Tammy Geiger, Chris Hund, Dave Becker, Ed Hall, Bruce Burmeister, Jared Cyrus, Ace Haney, Warren Barth. The meeting was held as noticed.
Motion Seitz, second Wicka to approve the minutes from the July 5, 2006 Regular meeting, and the July 17, 2006 Riverfront Committee and Special meeting minutes. All yes, motion carried.
Health & Safety: Fire Chief Burmeister gave a brief explanation about the National Incident Management System (NIMS). In order to receive federal funding in the event of a disaster, the NIMS guidelines must be adopted. The Governor has issued Executive Order #81 to cover the state, and the County has passed Resolution 05-10-01 designating NIMS as the County standard. The City does not have to pass a separate resolution if they adopt the one created by the County. Motion Wicka, second Kassel to adopt the NIMS resolution created by the County. All yes, motion carried. Bruce stated that he would fill out the NIMS Compliance Statement and return for the City to sign. He will also work on the Hazard Mitigation Survey and the Emergency Operation Plan for Buffalo City. The issue of residential dumpsters was discussed. There is concern that this is a health issue as they attract rodents and bugs, produce odor, and are hard to sanitize. The Health & Safety Committee is considering placing a ban on residential dumpsters, and replacing them with the larger garbage carts. Several citizens voiced disagreement with such a ban. This item was tabled. The Committee will meet on Aug. 30, 2006 at 6:30 pm to discuss this issue further. The topic of outdoor furnaces was discussed. The Committee has a draft of guidelines that would be added as an amendment to the Zoning Ordinance. It is undecided if there should be a time frame included in the amendment. Ed Hall, who sells outdoor furnaces, took the floor. He stated that he is in favor of ordinances regulating these, however corn-burners also need to be addressed. This item was tabled. A joint Health & Safety and Building Committee meeting was scheduled for August 30, 2006 at 6:30 pm.
Recreation Committee: scheduled a meeting for August 21, 2006 at 7:00 to meet with parents about Little League.
Finance Committee: Motion Kassel, second Anderson to transfer $21,385.34 from the Cemetery Fund to the General Fund as recommended by the auditor. Roll call: all yes, motion carried. This is money that the Cemetery Fund has owed the General Fund and has carried over for many years.
Riverfront: meeting with the Corps of Engineers is scheduled for Wednesday, August 23, 2006 at 3:15 pm in the Municipal Building.
Building Committee: the Floodplain Zoning Ordinance needs to be updated & completed within 6 months per the WI DNR. The clerk will get copies of the proposed model ordinance to the committee.
City Superintendent: Quotes to replace the Shop roof have been received from Ward, Speltz, Olson. Council decided that the City would purchase the materials at Cochrane Lumber, so we just need labor quotes. Motion Wicka, second Kassel to accept the quote of $767.92 from Ward to replace the door on the bell tower. Roll call, all yes, motion carried. 30 stop signs were replaced in 2006; will budget for additional signs for 2007. Baker was asked to get a price on a 4-swing set and street signs for budget review. The City is looking into resurfacing the tennis courts and maybe converting one to a basketball court.
Clerk/Treasurer: Motion Wicka, second Kassel to grant Beverage Operators Licenses to: Dawn Spalding and Brittany Johnson. All yes, motion carried. Motion Kassel, second Wicka to grant a Temporary Class B Picnic License to Tri-Community Fire Dept. for Sept. 3, 2006 (Buffalo City Bash). All yes, motion carried. Kevin Irwin, Buffalo City assessor for 2006, submitted a quote of $4000/yr for 2007 & 2008. The Primary Election is Sept 12, 2006. Due to a change in election laws earlier this year, polls will now open at 7:00 am. Voting machines should be in place for the Sept. election.
Motion Seitz, second Kassel to pay bills. Roll call, all yes, motion carried. Motion Wicka, second Kassel to adjourn. All yes, motion carried. Meeting adjourned at 8:35 pm.
