REGULAR MEETING—MONDAY, JUNE 14, 2004—7:00 P.M.—MUNICIPAL BUILDING

The Regular meeting of the Common Council of the City of Buffalo City was called to order by Mayor William Bruegger. Roll call: Briggs, McFarlin, Michaels, Pawlak. Other attendees: City employees Wicka and Hund; Dave Brommerich, news reporter, and Debbie Ruff, Town of Belvidere clerk. The meeting was held as noticed.

Motion Briggs, second McFarlin to accept the minutes from the May 10, 2004 meeting, provided that “per hour” is added to the dollar amounts for mowing rate increases. All yes, motion carried.

Debbie Ruff introduced herself and informed the group that she is running for Buffalo County Clerk. She is currently the Town of Belvidere Clerk, and works at Merchants Bank; she has been a legal secretary in the past.

Health & Safety: There have been complaints about stray cats. There is no city ordinance on cats. McFarlin and Wicka will investigate. Vehicles have been moved from a blocked alleyway. New complaints have been received concerning junked vehicles on a property where the owner, in the past, had promised to keep clean. McFarlin will investigate.

Recreation: everything is all set for Little League. Michaels noted that the City was thanked for putting up the sand volleyball court. A cedar tree hanging over the court will be removed. Pawlak asked about water being available near the court for people to wash off the sand after playing volleyball. Nothing is available. Motion McFarlin, second Michaels to accept the donation of a “kiddy backhoe” as part of the playground equipment from Ethel Mae Kreutz Private Foundation, Doris and Ralph Ruben, Directors. All yes, motion carried.

Cemetery: Work on the new fence will begin on June 16. Motion Michaels, second Briggs to accept the bid for the old cemetery fence from Jeff Hohman for 700 feet of fence at $.35 per running foot. Roll call, all yes. Motion carried. The mayor noted that we would sell him more fencing if he is interested; we will decide later if the gates will be for sale. Wicka will get estimates from Ron Schutz for repair of the mausoleum and a stone pillar in the cemetery.

Water/Wastewater: the mayor reported that a meeting was supposed to be set up for himself, the president of the Village of Cochrane, and Davy Engineering to discuss the property around the lagoon area. The clerk will call Davy to follow up.

Mayor Update: The road at the lower end of Spring Lake has eroded and is ruining driveways. The mayor asked Wicka to meet with Dunn Blacktop and get an estimate for repairing this road.

City Employees: Motion Pawlak, second McFarlin to accept Vanover’s bid of approximately $200 to clear the alley between 1st & 2nd streets. Roll call, all yes, motion carried. The big oak tree across from Ye Olde School Shoppe will be cut down for approximately $100. Briggs and

Wicka met with a rep from American Signal for weather sirens. There are two things to find out: 1) Are the Alert/Attack/Fire siren sounds standard on the American Signal sirens? 2) Is there any money available through Homeland Security programs to help pay for these sirens? The clerk will call American Signal about standard features of their sirens. Wicka had previously talked to the County Emergency Management Director who reported that there were no funds available. Dave Brommerich commented that he is on LEPC (Local Emergency Planning Committee) that reviews applications for program funding.

The City will support the local troops being deployed overseas by putting up flags for their ride through town on Saturday, June 19. Flags will be taken down at sunset.

Clerk: The next regular meeting will be Wednesday, July 7 because the clerk will be at a training institute.

Motion McFarlin, second Briggs to grant Beverage Operators license to: Dawn Albert, Sandra Becker, Kory Briggs, Rebecca Bright, Stephanie Bruegger, Ruth Eppler, Debra Hund, Tammy Huntley, Kathleen Jencen, Brandy (Safe) Kaiser, Nina Lara, Erin Noll, Todd Oreskovich, Nancy Peck, Jessica Peterson, Patrick Richter, Bonnie Rieck, Tammy Sanborn, Donna Schively, Marjorie Schnedler, Mike Sobotta, Leah Tennant, Shawn Tennant, Nicole Wicka. Michaels abstaining, all yes, motion carried.

Motion Michaels, second Briggs to grant Trust to Beautify Graves to: Duane Becker for Lot 91, Graves 1-4; Marian I. Auer for Lot 230 N1/2, Graves 1 & 2; Neil & Susan Keller for Lot 34 S1/2, Graves 1 & 2. All yes, motion carried. Motion Briggs, second McFarlin to grant sale of cemetery lot to: Marguerite & Dean Rosenow, 166 S1/2 (N1/4); Oliver & Theresa Bade, 166 S1/2 (S1/4); Neil & Susan Keller, 85 N1/2 (S1/4). All yes, motion carried. Motion Pawlak, second Michaels to issue corrected cemetery deeds to Patrick & Ruth Leahy, and Daniel & Rachelle Stetson. All yes, motion carried. The clerk asked if Circle Drive in the Peck’s Mobile Home Court could be included on city maps. The mayor and council approved. Pawlak noted that the owner of Paradise Bay had approached him about closing off 8th street and closing off River Road for an event in July. The council approved closing 8th street, but River Road is the County’s jurisdiction, and they are not likely to approve the closing. Pawlak also asked if the owner of Paradise Bay would be allowed to gravel a 20’ section of the triangle park on 8th Street. The Council decided it had to be blacktopped or left as is.
