REGULAR MEETING-MONDAY, MAY 8, 2006-7:00 PM—MUNICIPAL BUILDING
The Regular meeting of the City of Buffalo City Common Council was called to order by Mayor William Bruegger. Roll call: Anderson, Kassel, Seitz, Wicka. Also present: City Superintendent Baker, Dave Landro, Laura Hajicek, Ron Brownell, Matt Ward. The meeting was held as noticed.
Motion Seitz, second Kassel to approve the minutes from the April 17, 2006 2nd Regular April and the Re-organization meetings. All yes, motion carried.
Citizen comments: Matt Ward inquired about fence height regulations and permits needed. He also asked whom to talk to about "locking in" property taxes while commercial property is being developed. Mr. Landro and Ms. Hajicek from Mid West Feral Cat & Animal Rescue, Inc. updated the Council on the spay/neuter cat project. To date, 100 cats have been spayed or neutered; the City will not be billed for these as donated funds have covered the costs. Another cat clinic is scheduled for June 3, 2006. The first newsletter of the Mid West Feral Cat & Animal Rescue was distriubuted to the Council. Dave and Laura recognized and thanked City Superintendent Baker for all of his assistance, and they also thanked the City for its continued support of the project. Mid West Feral Cat & Animal Rescue hopes to be self-sufficient by October 2006.
Health & Safety: a Buffalo City property owner pleaded not guilty to the charge of violating the Property Maintenance Ordinance; trial date is set for June 7, 2006.
Recreation: the committee met with Little League Program Director Cindy Cimenski. The coaches for the 2006 season are: Bill Rodgers & Steve Burdey-T’s; Karl Hoffmann-10 & under; Jesse Cyrus-12’s & 14’s; Jackie Killion & Cindy Cimenski-Jr. Girls. The ballfield required some work and looks great. Mayor Bruegger recognized Rosenhold Wolfe Dairy for donating a load of Cowsmo, and Dan Grable of Walnut Grove Golf Course for donating use of equipment to get the ballfield in shape.
Cemetery: the City has received negative feedback regarding the new artificial arrangement policy. However, the City has received as much, or more, positive feedback regarding the policy. The Mayor read a letter from Emmett Keller who donates a flag for the cemetery each year. In the letter, he praised the Council for their decision on artificial flowers. The Memorial Day service will be held Monday, May 29, at 9:30 am.
Building Committee: it was the consensus of the committee that the owner of the property with the illegally erected fence be sent a letter asking that the fence be removed with 10 days from the date of the letter, and a building permit be submitted. The Clerk will send out the letter on May 9.
Mayor update: read a letter from the State Dept. of Transportation indicating that sand/salt piles need to be covered. Since our sand has less than 5% salt, we do not have to follow the DOT regulation. The Mayor stated that a resident has expressed interest in the Animal Control position. This item is tabled until a decision is made on the City Employee position.
City Superintendent: 30 stop signs have been ordered and will here next week. Installed signs will be compliant with the State code. The City Super is waiting for delivery of cold mix before patching potholes can begin.
Clerk/Treasurer: next meeting to work on ordinance update project is: Monday, May 22, at 6:30 pm. The Clerk will contact the Assessor about the status of the assessment roll and scheduling Board of Review.
Motion Wicka, second Kassel to pay bills. Roll call, all yes, motion carried.
Motion Kassel, second Anderson to move into closed session per WI Statute 19.85(1(i) to discuss matters related to personnel (second City Employee). All yes, motion carried.
Summary of closed session: On a 3-yes, 1-no vote, the Council decided by majority vote to hire a full-time second City Employee. Starting salary will be $10-$12/hr depending on experience/qualifications; Buffalo City residency not required, but must live within 20 minutes of City. Position will be advertised in the Winona Post and the C-FC Recorder. Closing date for application is June 1, 2006.
Motion Wicka, second Anderson, to reconvene into open session per WI Statute 19.85(2). All yes, motion carried. Motion Wicka, second Kassel to adjourn. All yes, motion carried. Meeting adjourned at 9:40 pm.
