The Regular meeting of the City of Buffalo City Common Council was called to order by Mayor William Bruegger. Roll call: Anderson, Kassel, Pawlak. Also present: City Superintendent Baker; citizens Gerald Rolbiecki, Dan Wicka, Brian Michaels; news reporter Dave Brommerich. The meeting was held as noticed.
Motion Pawlak, second Kassel to approve the minutes from November 10, 2005, Budget Hearing and Regular meeting. All yes, motion carried.
Health & Safety: Pawlak brought up the need for regulation of solid-fuel outdoor furnaces. This would not affect the current burn ordinance for the City. The Health & Safety Committee will meet to discuss this topic on Tuesday, December 20, at 6:00, and report back at the January regular meeting.
Recreation Committee: Three applications for the skating rink attendant were received. Motion Pawlak, second Anderson to hire Jason Treague as lead attendant, and Katie McFarlin as the alternate. All yes, motion carried.
Mayor Update: Motion Pawlak, second Anderson to approve the 2005 mill rate at $19.42/thousand. Roll call, all yes, motion called. There has been some miscommunication about plowing the streets when it snows. There will be no plowing if it snows less than an inch; the Mayor and City Superintendent will confer if there is more than an inch of snow, depending on the forecast. There will be an effort to salt and sand the street more frequently. The Mayor tabled the decision to sign an auditor contract until the January meeting. Motion Pawlak, second Anderson to sign the assessor contract (Kevin Irwin) for 2006 at a cost of $4300.00. Roll call, all yes, motion carried. Mayor Bruegger announced that he would not be seeking re-election in 2006.
City Superintendent: Dan Pronschinske has accepted the offer for the position of City Employee. Motion Anderson, second Kassel to approve his letter of acceptance. Roll call, all yes, motion carried. Superintendent Baker stated that he has located two possible used street sweepers to replace the old one. He will check them out early in 2006.
Clerk: Tax bills were mailed December 12, 2005. She announced that the federal mileage rate was reduced to $.445 for 2006.
Motion Anderson, second Pawlak to pay bills. Roll call, all yes, motion carried. Motion Anderson, second Kassel to adjourn. All yes, motion carried. Meeting adjourned at 8:00 pm.
