BUDGET HEARING--MONDAY, NOVEMBER 8, 2004--6:30 PM--MUNICIPAL BUILDING

The City of Buffalo City Budget hearing meeting was called to order by Mayor William Bruegger. Roll call: Briggs, McFarlin, Pawlak. Excused: Michaels. The meeting was held as noticed. The purpose of the meeting was to hear any taxpayers comments on the proposed 2005 City budget. No comments were heard. Motion Pawlak, second Briggs to approve the proposed 2005 budget. Roll call, all yes, motion carried. Motion Briggs, second Pawlak to adjourn. All yes, motion carried.


 

REGULAR MEETING--MONDAY, NOVEMBER 8, 2004--7:00 PM--MUNICIPAL BUILDING

The Regular meeting of the City of Buffalo City Common Council was called to order by Mayor William Bruegger. Roll call: Briggs, McFarlin, Pawlak. Excused: Michaels. Also present: City Employees Dan Wicka, Chris Hund, and news reporter Dave Brommerich. The meeting was held as noticed.

Motion Briggs, second McFarlin to accept the minutes from the October 11, 2004 Regular meeting, and the Finance Committee budget meeting minutes of October 12, 2004. All yes, motion carried.

Health & Safety: Council discussed the draft of the Property Maintenance ordinance and made a couple of changes. The Clerk will contact the City Attorney for clarification on a couple of points, and action will be taken on the final draft presented at the December meeting.

Recreation: the skating rink attendant position has been advertised. Deadline to receive applications is Wednesday, November 24, 2004.

Building Committee: currently, property owners do not need a building permit for portable carports. The Clerk has been unsuccessful in contacting the assessor to find out if he includes this type of carport in the property assessment, but will try to have an answer by the next meeting.

Mayor Update: the City Employees’ daily working hours changed on October 12, 2004; they are working from 7:00 am to 3:30 pm. The two additional holidays given to all employees starting in 2005 are Christmas Eve day, and New Year’s Eve day. The Mayor read the resignation letter from City Employee Chris Hund. His resignation will be effective at 3:30 pm on Friday, November 19, 2004. Motion McFarlin, second Pawlak to accept the resignation. All yes, motion carried. The Mayor thanked Chris for the work he has done for the City, and wished him well on his future endeavors.

City Employees: Wicka announced that replacing the carpet in the Community Room with tile would be more expensive than carpet; new carpeting will be installed in 2005.

Clerk: Council approved the request to put an item in the paper recognizing the November election workers. Motion Briggs, second McFarlin to grant a Combination Class A Liquor/Beer license (license to be issued pending additional paperwork), a Cigarette and Tobacco license, and a Soda Water Beverage license for the period from November 8, 2004 to June 30, 2005 to Robert J. Hermann, Buffalo City Food Mart. All yes, motion carried.

Motion Briggs, second Pawlak to charge mortgage companies a fee of $15.00 per copy for property tax bills requested by and mailed to mortgage companies. All yes, motion carried. Council approved a trial period of changing the office hours to 9:30 am to 5:00 pm on Tuesday through Thursday starting December 1, 2004.

Motion Pawlak, second McFarlin to pay bills. Roll call, all yes, motion carried.

Motion Briggs, second McFarlin to move into closed session to discuss personnel issues. Summary of closed session: the vacated City Employee position will be advertised, but discussion of the job description and ad will be tabled until the December meeting. Motion Pawlak, second Briggs to reconvene into open session. Motion Briggs, second Pawlak to adjourn. All yes, motion carried.
