REGULAR MEETING—MONDAY, OCTOBER 11, 2004—7.00 PM—MUNICIPAL BUILDING

The Regular meeting of the City of Buffalo City Common Council was called to order by Mayor William Bruegger. Roll call: Briggs, Michaels, Pawlak. Excused: McFarlin. Also present: City employees: Wicka, Hund; news reporter Dave Brommerich, citizen Gerald Rolbiecki. The meeting was held as noticed.

Motion Briggs, second Pawlak to accept the minutes from the Sept. 15, 2004 Regular meeting. All yes, motion carried.

Health & Safety: action on the draft of the Property Maintenance ordinance was tabled until the next meeting to give Council members time to study it more carefully.

Finance Committee: budget meetings are set for Oct. 12th, and if necessary Oct. 14, at 6:30 p.m.

Public Works: the new sirens will blow on Mondays at noon; the old siren will blow at noon all other days.

Cemetery Committee: the Cemetery entrance arches will be taken down this winter and painted to match the new fence.

Building Committee: there was a question as to whether building permits are required for portable carports. The clerk will contact the assessor and find out if these are included in property assessments.

Mayor Update: Grant money may be available from the DNR to help with dredging costs involved with the Pool 5 draw down. It is the mayor’s understanding that the City does not have to match funds to obtain this grant. The mayor and clerk will meet with a DNR representative on Oct. 14 to find out more about these grant funds. The Spring Lake Habitat Restoration Project will begin sometime later this month. Permission has been given to the L.W. Matteson Corporation to set up a trailer at the Upper Spring Lake boat landing for the duration of the project, which is anticipated to last at least a year.

City Employees: Vanover will be contacted to take down a tree that is a hazard at 15th and Schiller. Wicka reported that the City’s current LP provider is cheaper this year with leased tanks than quotes provided from other companies if we were to buy our tanks.

Clerk: Motion Michaels, second Pawlak to grant operator’s license to: Christine Mae Hern; all yes, motion carried. The Council granted a meal allowance for the November election workers since they will be working longer hours for this election.

Motion Michaels, second Pawlak to pay bills. Roll call, all yes, motion carried.

Motion Briggs, second Michaels to move into closed session to discuss personnel issues. All yes, motion carried. Summary of closed session: The wages for employee Hund will stay the same as determined for the 2005 proposed budget. Daily work hours for the city employees may change from 7:30 to 4:00 to 7:00 to 3:30 pending discussion with both employees.

Motion Michaels, second Pawlak to come out of closed session. All yes, motion carried.

Motion Briggs, second Pawlak to adjourn. All yes, motion carried.
