REGULAR MEETING-MONDAY, JANUARY 9, 2006-7:00 PM-MUNICIPAL BUILDING
The Regular meeting of the City of Buffalo City Common Council was called to order by Mayor William Bruegger. Roll call: Anderson, Kassel, Pawlak. Also present: City Superintendent Baker, City Employee Dan Pronschinske; and citizen Dan Wicka. The meeting was held as noticed.
Motion Pawlak, second Kassel to approve the minutes from the December 12, 2005 Regular meeting. All yes, motion carried.
Health & Safety: Stop signs: there is no guarantee that the State will reimburse the City with grant funds if all new stop signs are purchased this year. A few of the more faded signs will be replaced as needed. Purchasing new stop signs will be discussed for the next budget cycle.
Property Maintenance Ordinance: Pawlak recommended that the Council initiate action to enforce the Property Maintenance Ordinance for a particular property in the City. The Council agreed to move on this. Pawlak will talk to the City Attorney and take the steps necessary to enforce this ordinance. Outdoor furnaces: a draft copy of an ordinance was discussed; Pawlak will take concerns and comments to the City Attorney.
Riverfront: new markers will be put in for 2006; measuring the bank has been conducted in some places, and more will continue in early spring.
Mayor’s Update: Motion Pawlak, second Anderson to accept the three-year proposal from Hawkins, Ash, Baptie & Company for auditor services. Roll call, all yes, motion carried. The City Superintendent and Employee have refurbished the sign for the ballpark. The Mayor announced that there are upcoming public meetings in Winona and Wabasha to hear comments on Alternative E for the proposed Upper Mississippi National Wildlife and Fish Refuge Conservation Plan.
City Superintendent: Cory and the Mayor will travel to the Cities at the end of the month to look at used street sweepers available for purchase. The Mayor and City Super are looking for suggestions on what to do with the old sweeper. Discussion of this is tabled until the February Council meeting. Superintendent Baker introduced Dan Pronschinske, the new City Employee who started work last week.
Clerk/Treasurer: The office will be closing at noon on January 19 so the clerk and two election workers can attend a Chief Election Inspector certification workshop. The office will be closed all day on January 26 so the clerk can attend a mandatory voter registration business process workshop. There will be a demonstration of various voting machines in Independence on February 7 if anyone is interested in attending. The clerk announced the candidates who will be on the ballot for the Spring Election: Mayor: Jerry Rolbiecki and David Landro; Alderperson(2): Thom Pawlak, Dan Wicka, Dennis Oldendorf, Brach Seitz.
Motion Kassel, second Pawlak to pay bills. Roll call, all yes, motion carried.
