REGULAR MEETING—MONDAY, January 21st 2004—7:00 P.M.—MUNICIPAL BUILDING
The Regular Meeting of the Common Council of the City of Buffalo City was called to order by Mayor William Bruegger. Roll Call: present: Briggs, Lisowski, McFarlin. Absent: Michaels. Other Attendees: City employees Dan Wicka, Chris Hund; Donna Ferry, Health Services Supervisor, Buffalo County Dept. of Health and Human Services. The meeting was held as scheduled.
Motion Briggs, second Lisowski to accept the minutes of the Regular Meeting of December 8, 2003. Roll call, all yes, motion carried.
Health & Safety Committee: Donna Ferry, RN, BSN, presented two sample ordinances designed to improve air quality in government buildings by prohibiting smoking. The county Department of Health and Services needs two cities to pass ordinances so that funding is not lost. The two cities that were targeted were Alma and Buffalo City. Alma has passed an ordinance already. Mayor Bruegger stated that passing an ordinance is a time-consuming process and costs taxpayers money. He asked if a policy would suffice, as Buffalo City already has a no-smoking policy in the Employee Handbook. Donna said that a policy would be sufficient, but that it would have to cover more than just employees in public buildings. She said she would be able to provide a simple sample policy. The Mayor, with approval from the Council, will sign such a policy if she provides it. Motion Briggs, second McFarlin to adopt a written policy of no smoking in city buildings and vehicles. Roll Call: all yes, motion carried. Donna will need a copy of these minutes with the motion by February 12th, 2004. She will email a sample policy to the clerk.
There was some discussion about a possible burn barrel being used by a city resident. Dan Wicka will check into this further and report back to the clerk. It was mentioned that a city resident has a vehicle parked in an alleyway. It is important that the alleys be clear and open for fire and utility trucks. Dan Wicka will check this out and report back to the clerk. If violations exist for the burn barrel or obstruction of the alley, the clerk will follow-up with letters to the individuals.
Recreation Committee: The lights at the skating rink are not bright enough. Dan Wicka will talk to Seitz Electric about changing the lights.
Cemetery Committee: The Mayor and clerk will send a letter to Mr. Gary Schlosstein of Castlerock Foundation to move forward with the fencing project.
Riverfront Committee: The two city employees have been busy brushing along the river because there is no snow. It is important that the fire lines be kept clean.
Water/Wastewate Committee: reminder that standard water testing will be performed again this year.
City Employees: Dan Wicka presented price quotes for a new pickup truck and plow for the City. Motion Briggs, second McFarlin, to trade-in the old truck for a 2004 Chevy Silverado 2500 HD with locking differential from Paul Busch Chevrolet for $14,013.00, and purchase a Hiniker plow from Universal Truck for $3370.00. Roll call: all yes, motion carried.
Clerk business: Motion Lisowski, second Briggs to approve sale of cemetery lot 81 N1/2 (new) to Dale & Lori Mosiman. All yes, motion carried.
Motion McFarlin, second Lisowski to grant Trust to Beautify Graves to Dale & Lori Mosiman. All yes, motion carried.
The clerk presented two Beverage Operator’s License applications. A background check needs to be done before granting a license. This was tabled for another meeting.
The clerk asked about switching to automatic bank pay for Riverland Energy bills. We would still receive the bills, but the amount would be paid automatically from our account at the bank. After some discussion, it was decided not to change any bill/pay procedures at this time. The clerk will call the League of Wisconsin Municipalities and inquire about the pros/cons of cities using automatic pay.
The clerk presented the January tax settlement worksheet; it details how much tax money was collected by the City through Dec. 31,2003, and how the percentage is figured for the dollar amounts that go to the state, county, city and school districts.
The clerk announced that the Buffalo City website is being updated on a regular basis and will have Common Council meeting agendas and minutes, as well as a community calendar posted on it. The web address is: www.oktec.com/buffalo_city
