REGULAR MEETING-MONDAY, JUNE 13, 2005-7:00 PM-MUNICIPAL BUILDING

The Regular meeting of the City of Buffalo City Common Council was called to order by Mayor William Bruegger. Roll call: Anderson, Kassel, McFarlin, Pawlak. Also present: City Superintendent Wicka; Gerald Rolbiecki and Quinn Holtan. The meeting was held as noticed.

Motion Pawlak, second Kassel to approve the minutes from the May 9, 2005 regular meeting. All yes, motion carried.

Citizens: A citizen approached the Council about implementing a NO WAKE zone in front of Buffalo City to ease wear and tear on existing docks, boats and the shoreline. The clerk will try to get some information from Belvidere as they put in a NO WAKE zone a few years ago. This topic will be placed on the agenda for the Riverfront Committee meeting to be held sometime in June.

Health & Safety: Committee members will meet on Thursday, June 16, 2005 to inspect properties for violations of the Property Maintenance Ordinance. Regarding the writing of citations, Mayor Bruegger designated that any and all of the Council, in addition to the mayor, have the authority to issue citations with the approval of Council members. Because of the numerous complaints that have been received, the mayor and the animal control person are working on the cat problem.

Public Works: Humboldt Street paving project is finished. This was a ¾ mile project, costing close to $80,000. There are approximately 18.6 miles of streets in the City.

Cemetery Committee: meeting is scheduled for Thursday, June 23, 8:30 am in the City Building.

Riverfront Committee: meeting is scheduled for Wednesday, June 22, 6:00 pm in the City Building. An upgrade to the 10th Street boat landing may be scheduled sometime during the drawdown.

Building Committee: the name of the UDC inspector for new home construction is no longer Berger Enterprises. The new name is WISPECT, LLC. The Building Committee will each take sections of the present Zoning Ordinance booklet and review for updating.

Mayor Update: The mayor read a letter from Edmund Hagen submitting his resignation as Buffalo City Assessor effective July 1, 2005. Motion Pawlak, second McFarlin to accept the resignation. All yes, motion carried. The mayor has been checking into the names of other area assessors for possible replacement. The clerk will send a thank you letter to Edmund for his many years of service to the community. The mayor, council, and city employees will ride on the old fire truck in the 4th of July parade. Because of conflicts, the July Council meeting will be held Thursday, July 7, 2005 at 7:00 pm.

Clerk: Motion Pawlak, second Kassel to grant Trust to Beautify Graves to John, Elaine, & Randy Rohrer for lot 46S1/2(new), 46N1/4(new). All yes, motion carried.

Motion McFarlin, second Pawlak to grant a Class A Liquor/Beer license to: Robert & Julie Hermann, Buffalo City Food Mart; Sandra D. Michaels, B&S Express. All yes, motion carried. Motion Pawlak, second Kassel to grant a Class B Liquor/Beer license to: MC Richardson, Inc., Cecilia Kaiser, Pres., Buffalo City Resort; Allen & Brenda Sobotta, Paradise Bay. All yes, motion carried. Motion Anderson, second McFarlin to grant a temporary Class B Picnic Beer license for July 4, 2005 to Cochrane-Buffalo City Lions Club, Buffalo City Park. All yes, motion carried. The City office will be closed June 15, 16, 17 and 30 as the Clerk will be attending workshops. The Cochrane-Buffalo City Historical Society will be borrowing the portable history display for the 4th of July celebration.
