REGULAR MEETING-MONDAY, MAY 9, 2005-7:00 PM-MUNICIPAL BUILDING
The Regular meeting of the City of Buffalo City Common Council was called to order by Mayor William Bruegger. Roll call: Anderson, Kassel, McFarlin, Pawlak. Also present: City Superintendent Wicka, news reporter Dave Brommerich, auditor Lynda Rickoff from HABCO, and citizens Gerald Rolbiecki, LeRoy Pederson, Tom Borkowski. The meeting was held as noticed.
Motion Pawlak, second Anderson to approve the minutes from the 2nd April and Re-organization meetings of April 20, 2005. All yes, motion carried.
Citizen comments: one of the citizens raised the issue of a property adjacent to his violating the Property Maintenance Ordinance, and wondered what the City is doing about it. The Council made the recommendation that the violating property owner be issued a citation. The Mayor will meet with the City Attorney to clarify the procedure for writing citations. The citizen also asked what could be done with all of the cats roaming the City. The Mayor will speak with some cat owners, and will also discuss this with the Animal Control person.
Lynda Rickoff from Hawkins, Ash, Baptie & Company presented the 2004 audit report. She went through the financial statements and commented that the City is fiscally sound and has no debt. She recommended that the Finance Committee work with the clerk to develop the Manager’s Discussion and Analysis report for the 2005 audit. This is a new section required by the Governmental Accounting Standards Board Statement #34.
Health & Safety: Chairperson McFarlin reported that one of the properties that had received a Property Maintenance violation letter has been cleaned up; there are still two other properties in violation. The Committee recommended that citations be issued to these property owners.
Recreation: Chris Hund is the Program Director for the 2005 Little League/Softball season. Coaching appointments: 14 & under/12 & under: Jesse Cyrus, Dustin Beseler; T-Ball/10 & under: George Repinski, Dennis Oldendorf, Bill Rodgers; Girl’s Softball: Margo Gilbertson.
Cemetery Committee: two plaques for the new fence have been ordered.
Building Committee: McFarlin presented price quotes from the Recorder for “as is” copies of the Zoning Ordinance Booklet: 250 copies: $333; 500 copies: $414. It was noted that changes need to be made in the booklet, so the entire booklet needs to be re-typed and the quotes do not reflect that. The clerk mentioned that she had tried unsuccessfully to scan the booklet into a word processing file. The clerk will investigate further.
Mayor Update: Motion Pawlak, second McFarlin to approve the resolution adopting a Cafeteria Plan under Section 125 of the IRS for employee payroll. Roll call, all yes, motion carried. Under this plan, employee contributions to their health insurance premiums are non-taxable, and the employer saves money on payroll taxes. Wicka recommended that the Employee Handbook be amended to reflect this change.
City Superintendent: quote for a new shop roof is $7310.00; will be considered at budget time. Wicka announced that the Humboldt Street re-surfacing project started today.
Clerk: Open Book is scheduled for Wednesday, May 25, from 1-3 pm; Board of Review is scheduled for the same day from 4-6 pm. The clerk announced that she will be gone May 12, 17 and part of the 18th, so the office will be closed on these days.
Motion Pawlak, second Kassel to pay bills. Roll call, all yes, motion carried.
