REGULAR MEETING-MONDAY, MARCH 14, 2005-7:00 PM-MUNICIPAL BUILDING
The Regular meeting of the City of Buffalo City Common Council was called to order by Mayor William Bruegger. Roll call: McFarlin, Michaels, Pawlak. Excused: Briggs. Also present: City Employee Baker, Dave Brommerich, news reporter; Todd Thune, Allied Blacktop. The meeting was held as noticed.
Motion Michaels, second Pawlak to approve the minutes from the February 7, 2005 regular meeting. All yes, motion carried.
Health & Safety: three violation letters, and nine courtesy letters have been mailed to property owners regarding the clean up their properties in accordance with the Property Maintenance Ordinance.
Recreation: time to advertise for summer coaches.
Riverfront: Buffalo City has been awarded a $23,553.20 grant from the WI Dept. of Natural Resources to help with the recreational access dredging costs during the Pool 5 drawdown. We have heard from one source that the drawdown is set to proceed as scheduled.
Building Committee: Motion Pawlak, second McFarlin to pass a resolution to raise the rates for convening Board of Appeals meetings. Roll call, all yes. Motion carried. Effective March 14, 2005 an appeal to the Board of Appeals will cost $150 to be on the agenda for one of the quarterly meetings (January, April, July, October), and will cost $400 to convene the Board outside of the quarterly meetings. The members of the Board of Appeals have requested that the Zoning Ordinance booklet be updated. The clerk will look into how much this will cost.
Mayor Update: the Mayor attended the latest drainage ditch meeting; it will cost an additional $750 to pay for Buffalo City’s share for the study of the drainage ditch. The cost of the study is being split between Cochrane, Belvidere, and Buffalo City ($1500 each), and is necessary for a grant application for funds to repair the ditch. Motion McFarlin, second Michaels to use $750.00 from the Carryover/Contingency fund to pay for Buffalo City’s share of the study. Roll call, all yes, motion carried.
City Superintendent: Three sealed bids were received for the street project. Motion McFarlin, second Pawlak to accept the bid from Allied Blacktop for $54,258.30, contingent on the approval of the City Superintendent (absent from meeting). Roll call, all yes, motion carried.
Clerk: Motion Pawlak, second Michaels to grant beverage operators licenses to: Angie Anderson, Krista Bloom, Wendy Ewing. All yes, motion carried. The Council approved the request from the clerk to investigate setting up a pre-tax payroll cafeteria plan for health premiums paid for by employees. The clerk announced that the annual Cochrane-Buffalo City rummage sale will be held Saturday, May 14th. The clerk announced that the Buffalo City-Cochrane Area Historical Society is interested in restoring the old jail in the park; the Council approved of this project.
